
Firearms Safety Education and Awareness (FSEA)

The FSEA Program was established in March 1996. Its mandate is to provide dedicated management and expertise needed to implement and to administer a firearms safety education and awareness program in a positive, proactive, and professional manner in order to instill in the general public a continuing sense of responsibility for their own safety and the safety of others. As an integral component of the Canada Firearms Centre, the FSEA Program is divided into two areas: Firearms Safety Education and Firearms Safety Awareness.
The Canadian Firearms Program
Analyzing and contributing to the continuing development, implementation, evaluation and revision of national firearms safety standards and various national safety education training courses, such as the Canadian Firearms Safety Course (CFSC) and the Canadian Restricted Firearms Safety Course (CRFSC);
- Managing a comprehensive national course design process;
- Responding to inquiries and requests for information from staff within other government departments/agencies concerning the establishment and revision of safety standards and the implementation of firearms safety education within Canada;
- Reviewing and analyzing other firearms-related safety courses that are produced by a vast variety of government organizations/agencies in Canada and other countries (e.g., U.S. and New Zealand), as well as non-government organizations; and
- Reviewing, analyzing and developing alternative delivery mechanisms.
- Developing and implementing programs to promote firearms safety;
- Developing and producing a variety of firearms-related promotional materials, information literature, and training tools that are designed to enhance public safety through the responsible ownership, handling, use, storage and transport of firearms;
- Traveling and staffing interactive display booths to provide firearms safety information and related promotional materials at firearms-related tradeshows across the country;
- Producing, editing and publishing the national newsletter “On Target” for all firearms safety educators in Canada as well as interested resource groups.
About the Instructor:
Steve Holmes has been handling and shooting firearms for over 50 years. He has been a Certified CFSC/CRFSC Instructor for over 13 years and has taught over 800 students in West Kelowna, Kelowna, and the Salmon Arm areas.
He is also a Certified Canadian Firearms Verifier and a Handgun Level 1 and 2 Instructor for the Kelowna and District Fish and Game Club Firearms Training Academy.
